The good news is: you can turn them off.
The bad news is: you can't decide which ones to turn off,
it's all or nothing, and while most are annoying, some are actually
useful. If you insert a USB device and then want to remove it,
you get a balloon message saying it's OK to remove it (or not).
Kill balloon messages and you don't get that one.
Microsoft should have added the ability to right click any
balloon message and let you select "Don't tell me this again",
but that would be a useful thing to do, so it's not available.
To turn off all balloon tips:
1. Start Regedit
2. Go to HKEY_CURRENT_USER\ Software\ Microsoft\ Windows\
CurrentVersion\ Explorer\ Advanced\
3. Create a DWORD value of "EnableBalloonTips" (without
the quotes).
4. Give it a value of 0.
To turn them on again, change the value to 1 or delete the
DWORD value "EnableBalloonTips".
